The UV5R might be the most popular handheld radio ever sold.  They will come factory unlocked for use in commercial bands like fire department frequencies.

If you choose the programming option, I will use your shipping zip code to program local ham radio towers and program FRS/ GMRS frequencies. You can listen on these frequencies legally but cannot transmit without a license. The program option is $29 added to the price of the radio. I can only program radios purchased on my site. The program option will take an extra day for shipping.
